It's a bar with a variety of music playing depending on the crowd, which is mostly Afro-Panamanian, born in the area and surrounding communities. Many of them worked in the Panama Canal Zone or for U.S. federal agencies and, after retirement, chose to return to Panama to live or visit. The food is moderately inexpensive, but they only sell street food or fried snacks, depending on the customer's availability. I visit occasionally; I understand it gets crowded at night, and it opens at noon and stays open until dawn, depending on how busy it is.
